Today at the "Hayeli Club" General Arkady Ter-Tatevosyan, who heads the Defense Research and Technical Training NGO, expressed his views on a number of issues related to the Karabakh conflict settlement process. He first stated that he was convinced that the signing of the November 2nd Moscow Declaration hadn't neutralized all threats. "As a military man who follows all of this I know that the preparation of military operations is going ahead at full speed." He told the gathered reporters that the Armenian side had committed a number of errors that they are tring to hide from the public. "We have become a state that has attacked Azerbaijan. That was at the time of the liberation of Kelbajar. There was no need for our forces to enter Azeri territory." he stated.

The General believes that Azerbaijan is taking full advantage of the situation and that is why negotiations are taking place between Azerbaijan and Armenia and not between Azerbaijan and Karabakh. The second mistake the General sees happening is placing so much importance on the Moscow Declaration. "We are repeating the same step taken by Babayan in 1994 when he signed another declaration and Aliyev promised that there would be no warfare and that everything was friendly. But, in the end, that didn't happen." noted the General.

Arkady Ter-Tatevosyan, by linking the above-mentioned reality with the Declaration, stressed the constant deviousness and trickery displayed by Azerbaijan during past negotiations and said that it would continue. "It could have been considered a normal Declaration if our opponent was a normal nation." he concluded.
