Paruyr Hayrikyan – “Armenia should serve as Artsakh’s guarantor not its representative”
At a press conference held today, Paruyr Hayrikyan, President of the Union for National Self-Determination, stated that if the President of Armenia is pursuing the path of having Artsakh’s right to self-determination recognized, rather than serving as the representative of Artsakh on the world stage, it should rather serve as its guarantor.
Mr. Hayrikyan went on to say that if Armenia continues as a party to the conflict then it must present certain other demands to Azerbaijan, such as Artzvashen and Nakhijevan. Mr. Hayrikyan stated that at one time he had advised then President Kocharyan to raise these issues as well.
The former Soviet dissident also touched on the recent Moscow Declaration and stated that, “It is clear to all of us that the newly-elected Russian President wished to show the world that Russia is a factor and that from a moral point of view Russian achieved this aim but that no forward movement was registered in decreasing regional tensions."
Mr. Hayrikyan added that the Karabakh problem hasn't been settled till now given that there has been no continuity since the calls for unification heard in 1988 are no longer heard today. "None of the guys from the Karabakh Committee are talking about unification today, there's no clarity of purpose."
