Jirayr Sefilyan Once Again Denied ROA Citizenship

At a press conference held today at the "Ourbat Club", Samvel Harutyunyan, who heads the "Armenian Volunteers Union" and is a member of the political council of the opposition-led Armenian National Congress (HAK), stated that the President of the ROA has once again denied Jirayr Sefilyan Armenian citizenship. As in the past, no explanation for this latest refusal was provided. However, it would appear that official denial is based on Article 13 of the ROA Citizenship Law which states that a petition for citizenship can be denied if the activities of the applicant are deemed to harm to the security of the state and society, the social order, as well as the rights and freedoms of others, etc.
