Armenia Raises Concerns Over Azeri Arms Violations

In the 2008 yearly review published by the ROA Ministry of Foreign Affairs, it is noted that during 2008 eight monitoring groups form various overseas nations visited Armenia within the framework of the Treaty on Conventional Armed Forces in Europe and the 1999 Vienna Document, a politically-binding confidence and security building measure (CSBM) designed to promote mutual trust and dispel concern about military activities by encouraging openness and transparency. VDOC99 was adopted by the 55 members of the Forum for Security Co-operation of the Organization for Co-operation and Security in Europe (OSCE). The Ministry's yearly review states that, "According to corresponding United Natios and OSCE resolutions, information has been supplied regarding the war against terrorism, armament exports and imports and military expenditures in Armenia." The report goes on to say that Armenia has continued to sound the alarm regarding gross armament violations by Azerbaijan within international tribunals and that Armenian concerns in this regard have been shared by a number of OSCE member states as well.
