Karabakh Parliament Reviews Draft Bills on Citizenship, Military Service

Today, at an expanded session of the RMK National Assembly, draft legislation on Karabakh citizenship and modifications and addendums to the law regarding military service were discussed and debated. It should be noted that despite the fact that the bills in questions had been approved at their first parliamentary hearing, it was decided to hold a second subsequent hearing as well, due to the urgency of the issues involved. Present at the session were parliamentary delegates, government officials and representatives of various non-profit organizations. RMK Justice Minister Narineh Narimanyan opened the debate by stating that passage of the draft legislation was mandated by the demands of the RMK Constitution and the necessity of legislative regulations relating to citizenship affairs. The minister also presented a series of changes to the law regarding military service given the need to systematize issues dealing with military service obligations of dual citizens. Minister Narimanyan pointed out that an important modification to the existing law which states that a citizen of the RMK which accepts the citizenship of another country isn't necessarily exempt from military service in Karabakh regardless of whether or not the individual has served in the armed forces of another nation. RMK National Assembly President Ashot Ghulyan summed up the session discussions by stressing that all proposals for review must take into account the priorities of state policy and the realities faced by the country, particularly issue related to resettlement.
