Armenia’s Human Rights Ombudsman Presents Part Two of 2008 Report

12_12-a_harutyunyanIn the second portion of his 2008 Report, Armenia’s Human Rights Ombudsman Armen Harutyunyan, focused on the state of freedom of speech and the continuing problem of attacks perpetrated against journalists. "More than 90 incidents were registered when the opposition sought permission to stage public rallies but were denied the right to do so. When the opposition did stage such meetings they took place peacefully and without incident. Thus, the question arises why they were denied permission in the first place," Ombudsman Harutyunyan stated. "Then there is the singular incident regarding the reporter Gohar Veziryan when all witnessed how she was beaten by the police but nothing was done. The whole country saw those tapes," Mr. Harutyunyan added. The Ombudsman pointed to Gyumri "Gala TV" and the "Bjni" company as examples of how the laws are enforced unequally. "We don’t want to go into details as to whether there were problems with the law or not. What is amazing is the fact that a problem was ‘uncovered’ at a particular point in time. In the case of "Bjni" the question arises as to why it was revealed that only this company had a problem with the law. The law must be enforced in equal fashion for all." Another problem raised in the report deals with infractions when it comes to the disposal of property. "We have over 100 complaints on file when people’s apartments are being valued at less than Cadastre prices," stated the Ombudsman, adding that over the last seven years not one individual has won a property rights case in Armenian courts but that when the case is taken to the Strasbourg court, the plaintiff’s rights are restored. Mr. Harutyunyan also commented on the surrounding environment. "Yerevan is becoming a semi-desert urban area which should be of concern to the appropriate government bodies."
