Hak's Shahnazaryan - "If Karabakh wants back into the talks it must declare that Armenia no longer represents it"

On the anniversary of the Karabakh ceasefire that was signed on May 12, 1994, HAK representative Davit Shahnazaryan stated that the NKR had been totally pushed out of the negotiations process and that if it wants to become a party to the talks it must declare that the Republic of Armenia doesn't represent its interests on the world stage. Also at today's press conference to assess developments during the past fifteen years was Mr. Vahan Papazyan, a former RoA foreign minister. He said that if the NKR merely states that it wishes to be seated at the negotiations table, it is not enough. "Of course, the NKR must make such a demand if all this isn't theatrics but a real point of disagreement. Otherwise, if the NKR doesn't make such a demand, it will appear like a spoilt child." The two speakers noted that the cease-fire accord was a three party document signed by Karabakh as well and is the only document that has retained its significance till today. "All the other results obtained during the past eleven years have turned to dust. From the outset of the creation of the Minsk Group, the RoA and Karabakh governments were trying to arrange for a cease-fire, but Azerbaijan refused to agree. But due to the diplomacy and policies of those years, Azerbaijan was forced to accept the cease-fire," Mr. Shahnazaryan said. Mr. Papazyan noted that at the December 1994 OSCE summit in Budapest, the model of the tripartite accord was accepted and that al talks up till 1997 were based on it. "But it has been more than ten years that this formula has been ignored and it’s the reason why Armenia hasn't registered successes in the Karabakh issue. Moreover, it’s the reason why Karabakh has been pushed out of the diplomatic talks and we are seeing the pitfalls," he stated.
