Armenian National Congress Condemns Biased Behavior of RoA Public TV

17_03-ancAt the command of the Armenian authorities the pressures on different organizations to impede the regular process of the City Council and Mayor of Yerevan election campaign are persisting. The statements of the Armenian National Congress (ANC) on creation of unequal conditions for campaigning are ignored, thereby threatening the legitimacy of the election and its normal process from the very beginning. As we have witnessed before, the RA Public TV continues to serve the authorities as their basic hindrance instrument to the development of democracy in Armenia. From the very first day of the establishment of the Armenian National Congress the Public TV, that functions at the expense of taxpayers, has totally ignored and disdained more than hundred statements of the main opposition and even today continues to observe silence on different activities of ANC, thereby restricting the constitutional right of the public to receive various and complete information. Thus, the Public TV, as well as other TV companies that are under total control of the authorities didn’t cover the Remembrance ceremony on the occasion of the victory in World War II, organized by the Armenian National Congress on May 9 in Victory Park that was attended by thousands of residents of Yerevan. The Sunday weekly edition of “Haylur” (May 10) faithful to its adopted policy, while reflecting in every detail the activities of Georgian opposition, meantime, keeps silence on Armenian opposition. Started from May 9, the Public TV did not covered any of activities of the ANC, including the press-conference (May 11) devoted to the 15-th anniversary of the cease-fire between Armenian and Azeri forces, and cases of violence to the activists of the ANC handing out campaign’s booklets and leaflets to the residents of Avan district. Meanwhile, the Public TV made wide coverage of the pre-election activities of the other parties participating in elections. This is a well shaped and consistent policy that is being carried out for years. After the elections of 2003 the OSCE/ ODIHR led the International observation mission stated that “Public TV failed to comply  with its legal obligation to provide balanced and unbiased reporting on candidates, violating the principle of equal access for all candidates.” After the elections of 2008 the international observers again criticized the broadcasting policy of the Public TV. It is worth mentioning that starting from 2003 the leadership of the Public TV as well as the director of “Haylur”  haven’t changed, proving that the Armenian authorities, that  have devoted themselves to suppressing of democracy and freedom of speech, are pleased with the services of Aleksan Harutiunyan and Armen Arzumanyan. The Armenian National Congress condemns the current behavior of the Public TV and demands to provide the public with multifold and unprejudiced information and function within the framework of its responsibilities as envisaged by the law.
