Responding to a questionnaire sent by Hetq, NKR parliamentary deputy and former Deputy Defense Minister Vitaly Balasanyan has stated that any document regarding the settlement of the Karabakh conflict without the participation of the NKR is not worth the paper it is written on. Mr. Balasanyan said that the people of Karabakh would not accept any decision taken without its prior agreement. He rhetorically asked where were those same international structures that are now attempting to provide security safeguards to the people who fought and died to liberate their lands from Azerbaijani dominance. Mr. Balasanyan said the first order of business of the international community should be to comment and evaluate on the war started by Azerbaijan against the Karabakh people. He went on to say that Armenia should have pulled out of the talks a long time ago after demanding that the NKR become a full party to settlement negotiations. He stressed that the time has come for Armenia to officially recognize the existence of Karabakh.
