Baffling Staff Changes Continue Within NKR Government

NKR Prime Minister Arayik Harutyunyan, in a further series of staff changes, dismissed Valery Balayan as head of the Department of Manufacturing Infrastructure and appointed him Director of "ArtsakhEnergo" CJSC. Named to replace him as head of the Department of Manufacturing Infrastructure DMI) was Karlen Petrosyan, head of the Control Service under the jurisdiction of the NKR Prime Minister. In a statement, PM Harutyunyan noted that NKR President Bako Sahakyan intended to press ahead with serious reforms, especially in the energy sector. PM Harutyunyan directed the new head of DMI to continue with reforms in the communications and transportation sectors as well. These sectors have also witnessed progress but the rates of reform can be even better, the prime minister noted. These staff changes remain somewhat puzzling. If, as the prime minister himself noted, progress was being made at the DMI then why would you remove Valery Balayan from the post rather than keeping him on and providing him with the resources necessary to implement even greater success. If, on the other hand, Mr. Balayan was performing unsatisfactorily, thus justify his transfer to "ArtsakhEnergo", wouldn't it make sense to replace him with someone even more skilled at the job? It would seem that this constant reshuffling of personnel within the NKR government, that makes little sense for the most part, is mainly an attempt to keep bureaucrats on their toes and always guessing who will get transferred or demoted and why. This game of musical chairs within the government seems to have become the traditional way of doing things
