Financial Irregularities at RoA Ministry of Culture

One of the six issues taken up by the RoA Control Chamber today related to the correct utilization of government funds by the Ministry of Culture during the fiscal year 2007-2008. Control Chamber audits have registered 61.5 million drams in overall financial regularities, of which some 24 million was uncovered at the Ministry of Culture affiliated State Non-Commercial Organizations and 118.5 million in violations related to the cultural monument restoration projects. For example, back in 2006 the government allocated 14.8 million drams for the staging of the Sayat-Nova opera. Neither has the opera been staged nor has the money been returned to the state budget. The ministry allocated 11.8 million drams to The "Theatrical Artists Guild of Armenia", of which 8.6 million was supposed to have been returned to the budget since the Control Chamber found that the expenditure documents handed in by the NGO were suspect. The Control Chamber also uncovered that due to violations registered at the Cultural Ministry SNOC's, some 20 million drams was transferred to the Yerevan branch of the Omega Financial Services, Ltd., registered in the British Virgin Islands to allegedly pay for a variety of legal services. It turns out that Control Chamber auditors was never able to locate the branch company, going under the name "InOrient", to investigate why the transfer was made and the services rendered. Then there is the mysterious case of the Ministry of Culture ordering the printing of 500 copies of a book compilation, only to find that the books have been collecting dust in a warehouse for two years and were never made available for sale
