RoA Control Chamber Audits Reveal Serious Financial Flaws in Monument Restoration Program

After today's session of the RoA Control Chamber, Iskhan Zakaryan called a press conference and announced that a number of glaring violation had been uncovered dealing with the program launched in 2005 to renovate and restore 44 historical/cultural monuments in Armenia. The Control Chamber audited the activities regarding five of these monuments. Its results point to a sorry state of affairs in this sector, particularly related to the inefficient utilization of government funding. The Control Chamber has unearthed violations amounting to 186 million drams in the restoration program, of which 118 million must be returned to the government budget. The remaining 68 million was earmarked for the drafting of ten project outlines but none has been included in any restoration program in 2008, 2009, 2010 or 2011. Mr. Zakaryan asked why then was 66 million spent to order these draft plans. For example, Gugark Ltd received a work order amounting to 321 million drams to renovate the Kobayravank and Hneavank sites in Lori Marz. Because of Control Chamber audits, it was revealed that 57 million in expenditures claimed by the company were dubious. In fact, the company withdrew 38 million as a cash payment to itself. None of these expenditures was accompanied by any documentation. During today's Control Chamber session, it was proposed that the matter be brought to the attention of the RoA Prosecutor's Office.
