Control Chamber Audits Reveal Discrepancies with Cultural Ministry Figures

One of the six issues taken up by the RoA Control Chamber on June 30 dealt with the cultural sector, more specifically with monitoring of state funds and property allocated to the Ministry of Culture during fiscal year 2007-2008. The Control Chamber audits revealed 61.5 million in financial irregularities across the board. When auditing the 118.5 million drams allocated to the Ministry of Culture for the preservation of historical and cultural monuments, the Control Chamber registered some 24 million in various violations. Of the 232 million drams allocated to the Yerevan State Song and Dance College the Control Chamber found that about 19 million drams had to be returned since expenses exceeded the number of students. Given that the Control Chamber audits have yet to be officially presented to the ministry we weren't able to get a full explanation from ministry staff. However, Gayaneh Nazaryan, who works at the ministry's cultural projects monitoring division, compiled a working document that reflects the irregularities as noted bt the Control Chamber. According to a copy of the working document given to "Hetq" by the ministry, in 2008, the "Yerevan Song and Dance College' SNOC was allocated 1.3 million drams on average in state funds on a yearly basis for the 267 students there. The actual number of students at the college was 221. Based on the budget figures the Ministry of Culture cut the financing and sent 6.3 million drams back to the state budget.
