ARF’s Davit Ishkhanyan: “Yestyerday’s Joint Statement on Karabakh is a Wake-Up Call to Us All”

17_04-davit-ishxanyanCommenting on yesterday's joint statement by U.S. President Barack Obama, French President Nicolas Sarkozy and Russian President Dimitry Medvedev regarding the Karabakh conflict, Davit Ishkhanyan, the ARF's Artsakh Central Committee representative, stated to "Hetq" that, "I believe that the joint statement, in and of itself is a serious wake-up call and that it can be inferred from the statement's general principles and demands that serious external pressure is being brought to bear on the Presidents of Armenia and Azerbaijan and on the Karabakh negotiations process." Mr. Ishkhanyan noted that the NKR authorities have continuously rejected a reemphasis on the Madrid Principles, as attempted by the three foreign presidents. When asked if he thought that the Karabakh conflict could serve as a symbol for Russian-American reconciliation, the ARG official stated that the matter shouldn't be viewed in that context and that Karabakh could simply be seen as a small problem in terms of the larger scope of Russia - U.S. relations. "Yes it's a small matter for them but a real life and death problem for us. Of course, the statement serves as a warning to us but we should not lose our heads and panic. In any event, in the future we must seek out new principles and approaches as a framework for discussion," Mr. Ishkhanyan said. The ARF official noted that there had always been attempts to group the various statements and decisions into one overall package. However, he stressed that the next few months would see no critical decisions taken for the Armenian side and thus, we should not regard everything as being lost since the Karabakh process is entering a new stage. Mr. Ishkhanyan noted that there has been a flurry of speculation regarding the possibility that an overall agreement would be signed at the meeting of Presidents Sargsyan and Aliyev at their upcoming meeting this month in Moscow. He added, however, that even if such an agreement is signed it would have no impact on the NKR. "Karabakh has declared from the start that any document signed, even if by the RoA authorities, that does not serve the best interests not only of Artsakh but the entire Armenian nation, will not be accepted, the ARF official said, hoping that such a document would never be signed.
