
General Samvel Babayan today stated that no document based on the Madrid Principles regarding the Karabakh conflict will be signed in 2009. "There is no government in wither the NKR or Armenia that will cave in to the demands of Azerbaijan," he said.
General Babayan said that he saw a resolution to the conflict based on the Karabakh-Azerbaijan negotiations formula.
"Just as Turkey assists Azerbaijan, Armenia must serve as a grandfather to Karabakh." The people of Karabakh are not aware of recent developments but Armenia cannot sign any document without them, he stated. "I personally will stand with the people if there is any disagreement."
"All the governments of Armenia have been willing to concede the seven districts of Karabakh to Azerbaijan. I have yet to see a country, victorious in war, prepared to make concessions from the very start. But Azerbaijan will not be satisfied with them; it will also want Artsakh as well," he said.
The general believes that Azerbaijan is dictating the terms of the negotiations and that the mediators, especially Russia, are prepared to satisfy the wishes of Aliyev.
