
The present correctional facility in Goris was built in 1812 and is in a pitiful state as can be expected. Any repairs made to the building do not last for very long.
On February 26, 2009, the government discussed the possibility of building a new structure for the inmates. The Board on Public Monitoring of Penitentiary System visited the facility and reports that:
1) The 4 square meters cells do not meet the international standards of 7 square meters. Thus no inmates can be legally detained there.
2) One 30 square meter cell visited by the monitoring group housed 15 inmates; twice the number allowed.
3) The facility's dental and ear clinics are in desperate need of adequate equipment.
4) There are no sports/recreational facilities for the inmates. Also, sanitary conditions in the mess hall are sub-standard.
5) The facility library has received no new reading material in the past few years. Employees make personal contributions to the library.
