ARF Invites President Sargsyan, FM Nalbandian to Protocol Debate

The ARF has publicly invited RoA President Serzh Sargsyan and Foreign Minister Edward Nalbandian, and anyone else informed about the Armenian-Turkish protocols, to a debate on the issue.   Today, ARF MP Vahan Hovhannisyan publicly made the statement at a press conference where he also explained why the ARF has yet to call for the resignation of President Sargsyan over foreign policy differences. He said the the president, as head of state, lays down the general direction for foreign policy but that the implementation of those directives is the responsibility of the appropriate executive body, namely the foreign ministry. Mr. Hovhannisyan explained their call for the resignation of FM Nalbandian by saying, "The president gave the directive to establish relations with Turkey without preconditions. The executive body goes and enters into an agreement with the Turks in which preconditions have been pushed through and other dangerous points. Later, this document is place on the president’s desk and he is placed in a difficult situation. The foreign minister conducted the negotiations but it’s up to the president to agree or refuse. Thus, our fight is with the executive body." Mr. Hovhannisyan stated that the ARF wasn’t planning to call for the president’s resignation any time soon. "It cannot be rules out that after a certain stage we might call for the president’s resignation but if I now stated when that might be I would in fact be calling for his resignation as of today."
