On October 25, while in Moscow on the eve of the 2009 Armenian Telethon dedicated to the reconstruction of the city of Shushi, NKR President Bako Sahakyan stated that "the development of Shushi is a matter of national honor", adding that the town’s rebirth would show the world the national unity of the Armenian people regarding the continued development of an independent Artsakh. President Sahakyan noted that the NKR government was planning to relocate several ministries and state departments to Shushi given the strategic importance of the town’s development. Those institutions that will be moved include the judicial branch, the Ministry of Culture and Youth Affairs, various subdivisions of the NKR Defense Army, the Writers Union, and the Artsakh branch of the Armenian Agrarian University, among others.
