Sos Avetisyan and Daniel Ioannisyan, two members of the group "Right to Education", have gone to court to reverse the decision of the Yerevan Municipality prohibiting the group from staging a protest rally and march in downtown Yerevan. Organizers had requested permission from the Municiplaity to organize the events on May 19 and 20, to raise public awareness over recent government decision to cut the number of military exemptions for post-grad and doctoral students at Armenian colleges and universities. The protest rally was to take place in Charles Aznavour Square. The Municipality has argued that public events taking place on the premises of cultural and sports complexes can be banned by the site owners on the grounds that such activities may upset the normal operation of activities there. The student group makes the counter-argument that the Aznavour Square site has hosted numerous such public gatherings in the past. In its refusal, the Yerevan Municipality failed to mention what cultural and/or sports events would be hindered by the student gathering, merely citing the opinion that due to the length of the student action, the rights of others would be adversely affected. Again, the Municipality did not specify just what those rights might be. According to the law, the Municipality is required to suggest either an alternate dat or site for the event, in the case of a permit denial. This too, the Municipality failed to do. The RA Administrative court is scheduled to hear the students’ suit on May 18.
