A group calling itself the "Meeting of Equals" has issued the following statement regarding the HAK rally on April 8. At the March 1, 2011, HAK public rally, Levon Ter-Petrosyan proclaimed that henceforth all rallies would be transformed into unique forms of civic self-governance – with the right to take and execute decisions. At the following rally, on March 24, the same LTP called on all present to prepare for the next rally on April 8 and to come with suggestions for a plan of action. In response, we propose the following – to clarify and make more widely accessible the manner for such proposals, the acceptance and declaration of principles and mechanisms now and in the future. Thus, participants in the pan-civic movement can be brought into a truly democratic process of decision-making. We are convinced that only a transparent and democratic process can guarantee the legitimacy of decisions to be taken and can strengthen the movement overall.
