A Disagreeable Precedent

The election of the head of the village administration in Norabak, which had been conducted with a number of violations, was ultimately decided on March 14, 2007 in the Court of First Instance of Vardenis, Judge A. Petrosyan, presiding.

After recounting the ballots, the court ruled to pronounce Vazgen Asatryan the winner of the Norabak election.

According to the law, immediately after a court ruling is made public, the Marzpet's Office is required to present the new mayor to the community. However, the elected community leader has not been presented yet and thus cannot assume his duties. And although Vazgen Asatryan has already received his mandate from Election Commission #23, the Gegharkunik Marzpet and some other interested parties, rather than following the law, are advising him to stand in new elections despite the court ruling. Vazgen Asatryan has already announced that he is not going to give up his mandate. The administrative system has trouble digesting a fair election or is perhaps afraid of the disagreeable precedent created in advance of the May parliamentary elections.
