Snow conceals much, even garbage dumps. Many of the roads leading to dumps in Tavoush province are closed – even impassable to garbage trucks. Thus, new dumps spring up. In addition to the five legal dump sites in the province, we found another nine that the snow hadn’t yet covered or had just been created.
