Armenia: Company Linked to Former Finance Minister to Build Trash Facility at No Charge for Yerevan Municipality

A company linked to former Armenian Minister of Finance Gagik Khachatryan and his sons intends to build a refuse and sanitation facility for the Yerevan Municipality at no charge.

The company, Teryan 5 LLC, signed a contract with the Yerevan Municipality on December 10. Work on the facility, located at 88 Shirak Street, is scheduled to be completed by 2020. January 31.

Teryan 5 was founded in February 2009. The company was formerly called Millenium Contracting, but in July this year it was renamed Teryan 5 LLC. In July 2014, Hetq wrote that Millenium Contracting Company, affiliated with Gagik Khachatryan and his sons, would build a hotel complex on the site of a landmark Afrikyan family house in central Yerevan.

The sole shareholder of Teryan 5 is Harutyun Tadevosyan, who is also the sole owner of Megatoy LLC.  He has replaced Gagik Khachatryan's son as a shareholder in several companies, including Deltapro Ltd. It should be noted that the former legal address of Mega Food Company, affiliated with the Khachatryans, was the same as Harutyun Tadevosyan's registration address.

Yerevan Municipality responds to Hetq via Facebook

Hetq wrote to the Yerevan Municipality on December 2, asking to clarify whether Teryan 5 would be building the community sanitation facility.

Hetq received a reply the following reply the next day. 

 "Regarding Teryan 5 LLC, the company has not petitioned the Yerevan Municipality, and therefore no contract was signed with the municipality."

On December 6, Hetq again wrote to the municipality, asking what funds would be used to build the facility.  We asked if it was planned as a donation to the city, who was the contractor.

To date, we have not received any response from the municipality, even though the five-day period prescribed by law has expired. The Yerevan Municipality however, without responding to our written inquiry, posted on its Facebook social network page on December 13 that Teryan 5 LLC plans to build a community waste and sanitation facility for the city at no charge.

“Thank you to all the donors. Your city needs your help,” concludes the municipality’s Facebook post.
