Armenian Human Rights Defender Calls for Demilitarized Security Zone in Syunik

Armenian Human Rights Defender Arman Tatoyan, at a press conference today in Yerevan, called for the creation of a demilitarized security zone, measuring at least 5-7 kilometers, along the country’s Syunik border with Azerbaijan.

Tatoyan said that Syunik residents along the new border with Azerbaijan need a security zone to protect their human rights and property.

"In all cases of border demarcation, based on international principles, human rights must be upheld, if it is not observed, the legality of the whole process will fail," Tatoyan said.

He pointed to the high level of anti-Armenianism in Azerbaijan and recent shootings along the border to bolster his argument for the need of a security zone.

Tatoyan said that human dignity and the real dangers of the right to life are grossly violated. As an example, he mentioned the village of Nerkin Hand in Syunik, whose school is located 500 meters away from the positions of the Azerbaijani armed forces.

"Can any international organization tell me that this is in the best interests of the children?" he asked.

Tatoyan referred to property rights violations along the border, noting that people have land, but they cannot use them, as it has passed to the Azerbaijani side, although there are cadastral documents.

There are also houses and lands that are under direct fire and, for example, the lands cannot be used.

Tatoyan said that cadastral documents should be the basis of the border determination process. He touched upon the issues of using the pastures and water resources of the pastures passed to the Azerbaijani side.
