Sergei Sapelnikov, former deputy head of Russia's Federal Service for State Registration, Cadaster and Cartography (Rosreetr), has reportedly fled Russia due to a corruption scandal according to RIA Novosti.
“Please help us in doing our work. We are your brothers, not outsiders,” entreated Police Chief Vladimir Gasparyan in his sales pitch to the gather members of the press.
