Azerbaijan has accused former Artsakh Defense Minister Levon Mnatsakanyan, now being held in Baku following his arrest on September 29 as he attempted to reach Armenia from Karabakh via the Lachin Corridor of torture.
Babayan, who served as foreign minister from January 2021 to January 2023, announced on September 28 that he planned to surrender to Azerbaijani authorities in Shushi.
32,200 have been housed at residences throughout the country provided by the government. Most have preferred the provinces of Kotayk, Ararat and Armavir.
